Eileen Alepuyo Babauta
Program Director
Is the Program Director for the TECH PIECS Program and also serves as the Director for the UCEDD. Eileen is an Alumni from the University of Guam with a Bachelors of Arts in Psychology. She continues to further her studies in the field of Micronesian Studies.
Eileen is passionate about her work with individuals with developmental disabilities and is a strong advocate in her community.
She works closely with the CNMI Developmental Disabilities Network (DD Network) and the Disability Network Partners (DNP) to create more accessible events for individuals with developmental disabilities to participate and enhance a fully engaged life in the CNMI.
As an educator, Eileen is keen on supporting transitions for students with developmental disabilities by collaborating with other agencies to establish a mapping system to assist the CNMI. Strength in partnership with our DD Network and Disability Network Partners work towards creating a “Transition Guide for Parents”. These goals are to link high school, post-secondary education, trades and employment to support a fully engaged life.
In addition, growing up in the Marianas where constant weather changes occur, Eileen is also passionate about providing technical assistance to First Responders and emergency personnel to enhance and provide more disability integration in our response to emergencies and disasters.
Tiana Tudela Reyes
Program Manager
Tiana is the Administrative Manager of the TECH PIECS Program. She helps oversee the functions of the programs and ensure the processes flow seamlessly for the program and its participants. Tiana holds a Bachelor’s degree in Business Administration with an emphasis in Marketing from Boise State University. Passionate of serving and connecting with others, she continues to further her education in Business and Leadership. Bringing extensive experience in business administration, federal programs, outreach, and marketing, she plays a key role in managing and coordinating the Tech PIECS project.
Tiana is passionate about forging partnerships with agencies and businesses to expand opportunities and resources for individuals with disabilities in the CNMI. She is deeply committed to empowering her community and supporting meaningful transitions for Tech PIECS participants.
Charlene Quitano
Administrative Manager
Charlene Quitano is an experienced Administrative Manager currently serving at the UCEDD (University Center for Excellence in Developmental Disabilities), CNMI Tech PIECS. With many years of service in the CNMI educational system as an HR professional, Charlene has a strong background in leadership, human resources, and organizational management. She is deeply committed to supporting the community and is particularly passionate about learning more about the dynamics of the disability community.
Her dedication to continuous learning and professional growth drives her to explore new opportunities to contribute to the field of disability advocacy and support services. Charlene is focused on fostering inclusive environments that empower individuals of all abilities.
Jessa Rayne C. Sonoda
Jessa Rayne Sonoda currently serves as a Career Navigator I, a role that allows her to combine her professional skills with her deeply held values. Her educational journey reflects both curiosity and a strong commitment to practical impact. She earned an Associate of Arts in Liberal Arts, which strengthened her critical thinking and communication skills, followed by an Associate in Applied Science in Business Administration with a Computer Applications emphasis. Together, these degrees provide a well-rounded foundation that blends people-centered understanding with technical and organizational expertise.
At the core of Jessa’s work are her strengths of compassion and empathy. These qualities guide how she interacts with others, shape her approach to problem-solving, and influence the way she supports individuals navigating complex systems. She believes that truly listening to people and understanding their experiences is essential to helping them move forward with confidence and dignity.
Her greatest passion lies in advocacy for individuals with developmental disabilities. Jessa is deeply committed to ensuring that everyone has access to opportunities, resources, and support that honor their abilities rather than limit them. This passion drives her work and motivates her to be a steady, informed, and caring advocate for those whose voices are too often overlooked.
Through her education, career, and advocacy, Jessa strives to make a meaningful difference—one rooted in understanding, respect, and the belief that everyone deserves the chance to thrive.
Laealdrie Deleon Guerrero Sablan
Laealdrie DeLeon Guerrero Sablan is an advocate for education, inclusion, and community service whose academic and professional journey reflects a strong commitment to supporting individuals with disabilities. Laealdrie earned an Associate’s degree in Liberal Arts with an emphasis in Education, which laid the foundation for a lifelong passion for teaching and student support.
What began as an interest in education evolved into a deeper dedication to advocacy after gaining awareness of the challenges faced by individuals with disabilities. This understanding shaped Laealdrie’s commitment to serving students and community members through inclusive and empowering practices.
Laealdrie currently serves as a Career Navigator II, a role focused on guiding individuals toward educational and career success. Through this position, Laealdrie provides resources, encouragement, and personalized support while promoting accessibility, equity, and opportunity for all.
Driven by compassion and purpose, Laealdrie continues to work toward creating meaningful pathways that empower individuals and strengthen the community.
